Raad van Europa stelt Turkije onder toezicht

De parlementaire assemblee van de Raad van Europa heeft op 25 april 2017 besloten om de mensenrechtensituatie in Turkije nauwkeurig te gaan monitoren.  De vorige keer dat de Raad van Europa dit besloot was 13 jaar geleden. Dit is de meest verregaande controlemaatregel die de Raad kan nemen bij voortdurende mensenrechtenschendingen.  Human Rights Watch juicht het besluit toe: “How could a European assembly of parliamentarians remain silent when the two leaders of Turkey’s opposition Peoples’ Democracy Party (HDP), 10 other members of parliament from the party, and hundreds of elected mayors and party officials from Turkey’s South East are among those jailed?”

Co-burgemeesters Gültan Kışanak en Fırat Anlı van de gemeente Diyarbakir gearresteerd

Op de avond van 25 oktober werden de co-burgemeesters van de stad Diyarbakir door antiterreureenheden van de Turkse politie aangehouden. Gültan Kışanak  werd op het vliegveld van Diyarbakir opgepakt op haar terugweg vanuit Ankara. Fırat Anli werd opgepakt in zijn huis in het centrum van Diyarbakir.

Urgent: The Turkish Government Detains Co-Mayors of the Kurdish City of Diyarbakir!

Turkish police detained Ms. Gültan Kışanak and Mr. Fırat Anlı, co-mayors of Diyarbakir, around 9 PM on 25 October 2016. Ms. Kışanak was detained at Diyarbakir Airport on her way back from Ankara, while Mr. Anlı was detained at his house in Diyarbakir city center. The police raided residential houses of both co-mayors at 9 PM, which continued about 2,5 hours. Diyarbakir Metropolitan Municipality building is under police blockade and a search started at 21:00 PM that still continues as of 23:30 PM, while none of municipal staff, including the lawyers, are allowed to enter the building.

Diyarbakir is the cultural capital of Kurdish region in Turkey and Diyarbakir Metropolitan Municipality is considered as the politically most significant and pioneering local government institution in the region. Ms. Kışanak also serves as the co-chair of the Union of Southeastern Anatolia Region Municipalities (GABB), which is an official umbrella organization bringing together 106 municipalities.

As of today, 22 elected Kurdish co-mayors are in prison in Turkey, while 33 of them were dismissed. On 11 September 2016, the central government appointed deputy governors as trustees to replace dismissed Kurdish mayors, which has been the most destructive move in recent history of local democracy in Turkey.

As Diyarbakir Metropolitan Municipality, we urgently call on the international community to act immediately and vehemently protest the detention of our co-mayors and pressure the Turkish government to release them immediately.

Last night the co-mayors of Diyarbakir City Council, Ms. Gültan Kışanak and Mr. Fırat Anlı, were detained and their houses and the city council buildings were searched. This is an extremely unlawful and arbitrary practice.

The Erdoğan-AKP government is continuing to disrespect the will of the people with feelings of revenge. By taking such hostile attitude toward the political will of Kurdish people, the government aims at wiping out democratic politics and opposition in the country. The detention of Gültan Kışanak and Fırat Anlı testifies to the fact that the war declared by the government against democratic politics has reached the level of utter madness.

This unlawful and arbitrary detention is against universal human rights, principles of democratic law, and contradicts many international conventions of which Turkey is a signatory.

This state of suppression, lawlessness and tyranny is unacceptable. It is the government who is responsible for this historical mistake and chaotic atmosphere in the country.

The government should immediately put an end to these arbitrary and unlawful detentions. The co-mayors of Diyarbakir City Council, who have been detained on groundless and fabricated accusations, must be released immediately.

We call upon all non-governmental organizations, political parties, the forces of democracy and peace, international institutions and parliaments: Do not remain silent in the face of this unlawfulness and express your democratic reactions. Do not accept these extraordinarily unlawful practices of the government carried out in Turkey.

HDP verklaring na ontslag van tientallen democratisch gekozen burgemeesters

Op 11 september werden 28 verkozen burgemeesters in Turkije aan de kant gezet, voornamelijk lokale bestuurders van de Democratische Partij van de Volkeren (HDP). Zij zijn vervangen door bewindvoerders uit Ankara. De HDP verklaarde niet te zullen toegeven aan deze ‘administratieve coup’. Hieronder is de hele verklaring te lezen. We Will Not Concede to the Trustee Coup on Municipalities

On the morning of Eid al-Adha Eve, the political administration has raided 28 municipalities, stating to have “seized power” through trustees, which is reminiscent of 12 September 1980 coup d’etat from 30 years ago.

There is no difference between the mentality  that bombards the Parliament, the elected public will and the mentality that storms into the municipalities shouting to have “seized power” in a usurpation of the local public will.

We reiterate that the regulation enabling assignments of trustees over municipalities, brought through Decree with the Power of Law, by the AKP administration and Erdoğan violates multiple Constitutional clauses, democratic international agreements signed by Turkey, including the European Convention on Human Rights and the European Charter of Local Self Government, the universal law and fundamental human rights.

Ignoring the voters’ will, rendering local administrators ineffective, this unlawful regulation is null and void for us.

The target of this trustee coup is the municipalities, local administration in Kurdish cities, elected through 65-95% vote rates. This unlawful arbitrary attitude will do nothing but intensify existing issues, causing the Kurdish issuse to become unresolvable to further degrees.

The people will claim their elected mayors and city councils. The people will not yield to this mentality that ignore their votes, usurp their will. The people will not concede to this unlawful regulation.
The government should immediately abandon this perilous step; they should quit trying to take advantage of the recent coup attempt on July 15th

Democratische Partij van de Volkeren (HDP) stelt “Roadmap for Democratization” op

De HDP heeft op 21 juli, enkele dagen na de coup, verklaard dat een uitweg uit de crisis niet wordt gevormd door de noodtoestand af te kondigen maar door democratie een kans te geven (lees de verklaring hier). De HDP heeft aanvullend hierop inmiddels diverse pleidooien gedaan tot herstel van de democratie door middel van een “routekaart” die uit een aantal punten bestaat. Alle punten van de opgestelde “Roadmap for Democratization” zijn te lezen op de website van de HDP (Engels).

Amnesty International: Onafhankelijke waarnemers moeten toegang krijgen tot gedetineerden in Turkije

Amnesty International heeft geloofwaardige verslagen verzameld die erop wijzen dat de Turkse politie in Ankara en Istanbul gedetineerden in stress-posities houden voor maximaal 48 uur, hen voedsel, water en medische behandeling ontzeggen en hen verbaal mishandelen en bedreigen. In het ergste geval zijn sommigen onderworpen aan zware mishandeling en marteling, waaronder verkrachting. De organisatie roept op tot onmiddellijke toegang van onafhankelijke waarnemers tot gevangenen in alle faciliteiten van onder andere politiebureaus, sportcentra en gerechtsgebouwen in de nasleep van de poging tot staatsgreep. Amnesty International sprak met advocaten en artsen en een werknemer van een detentiefaciliteit over de voorwaarden waaronder gevangenen worden vastgehouden.
